GCCMA Committees


Awards Committee: 

Chair:  Cleatus Phillips, City Manager, Newnan

Vice Chair:  Kathy Young, City Administrator, Fitzgerald

Responsibilities: This Committee is responsible for implementing the awards program.  Current efforts include administering the Pillar of the Profession Award and the Community Awards.   The Committee evaluates award submissions and makes recommendations to the Board. The Committee has been asked by the Board to evaluate establishing a new recognition opportunity for Assistant and Deputy Managers.

Conference Site Selection Committee:

Chair: Sammy Rich, City Manager, City of Rome*

Vice Chair:    Stacey Inglis, Deputy Manager, City of Milton

Responsibilities:  Per the bylaws, the President appoints one member for each of the (14) districts.  The Committee solicits submissions for locations for the 2026 Fall Conference and makes recommendations to the membership for future sites. During 2024, the Committee will also evaluate proposals for the location of the Spring Conference in Athens beginning in 2026. 

 

ICMA Engagement Committee:

Chair:  Marcia Hampton, City Manager, City of Douglasville

Vice Chair:  Niki Jones, Assistant Manager, Athens-Clarke Consolidate Government

Responsibilities: This Committee focuses on how to better educate the membership on GCCMA’s relationship with ICMA.   The Committee is also charged with encouraging membership and participation in ICMA, including how to get the most from an ICMA membership.  

 

MPA Advisory Committee:

Chair:  Niki Jones, Assistant Manager, Athens-Clarke Consolidated Government 

Vice Chair:  Teresa de Castro, Assistant Manager, City of Decatur 

Responsibilities: This Committee’s focus in on involving the membership in Georgia MPA programs and getting contacts from Georgia MPA programs involved with the membership and in conferences.   The Committee supports ICMA Student Chapters. 

 

Membership Committee:

Chair:  Bryan Lackey, City Manager, City of Gainesville    

Vice Chair:  Robbie Rokovitz, City Manager, City of Chattahoochee Hills

Responsibilities: The Committee evaluates and make recommendations to meet the needs of the membership and to addresses membership-related issues as directed by the Board. 

 

Program Planning Committee:

Chair:  Adam Mestres, County Manager, Morgan County*

Vice Chair:  Sammy Rich, City Manager, City of Rome*

Responsibilities:  Per the bylaws, thirteen members serve.  This committee works with our education partner and staff to ensure strong programming for GCCMA conferences.

 

Scholarship Committee:

Chair:  Jason Rizner, County Administrator, Jones County

Vice Chair:  Cory Thomas, City Manager, City of Colquitt

Responsibilities:  The Committee issues a call for applicants for annual MPA program scholarships and for GCCMA Conference stipends. The Board has requested that the Committee review, evaluate and make a recommendation to the Board for conference registration and travel stipend awards for small cities and counties.  

 

Special Projects Committee:

Chair:  Shawn Boatright, County Manager, Camden County 

Vice Chair:  Angela Redding, City Manager, City of Cordele

Responsibilities:  This Committee currently focuses on issues related to attracting and supporting employment of Armed Forces Veterans in local government.  This Committee also addresses issues as directed by the Board. 

 

Strategic Planning Committee:

Chair:  Freddy Morgan, Assistant City Manager, City of Cartersville

Vice Chair: Guy Singletary, County Administrator, Emanuel County

Responsibilities:  The Committee reviews the strategic plan to assess progress and  reports to the Board any recommendations for necessary adjustments and amendments. The Committee will continue to support GCCMA’s rebranding project and will begin preparations for updating the current Strategic Plan. The Committee also addresses strategic issues as directed by the Board.
