Since traditional employee evaluation forms to do not take full acount of the unique aspects of a local government manager/administrator's job, a model administrator/manager evaluation instrument and a model council/commission member evaluation instrument are included here. Both can be used to assess the performance of the manager/administrator and the performance of the council/commission member. GCCMA members can use them "as-is" or amend them to fit their jurisdiction.
Members are periodically asked to comment on the advantage of professional local government management, provide information about employment agreements, and help analyze whether or not a local government could benefit from a full-time manager or administrator. The International City/County Management Association (ICMA) has recently (2003) updated its Model Employment Agreement. Local government jurisdictions and local government management professionals can use all or portions of this model to negotiate their own empoyment agreements.
