The meeting was called to order by President Hugley at 4:27 p.m.
It was moved and seconded to approve the minutes of the March 26, 2008 meeting held at the Classic Center in Athens, Georgia. The motion was approved.
Business Manager Scot Wrighton discussed the Association’s financial report for the period May 1, 2008 to November 11, 2008. It was moved and seconded that the Financial Report be approved. The motion was approved unanimously.
Proposed bylaw provisions were presented. The general membership was notified about the changes in writing in advance of the General Membership meeting as required by the current bylaws. It was moved and seconded that the bylaw revisions be approved. Motion passed unanimously.
Proposed Articles of Incorporation were presented and moved for adoption. Discussion followed. They were approved unanimously by voice vote.
A new GCCMA Conflict of Interest policy was introduced. It was moved and seconded that the policy be approved and adopted. The motion passed unanimously.
It was moved and seconded that a new contract with the Georgia Municipal Association for GCCMA Association management services be approved, replacing the Association Management contract with the Vinson Institute. Motion passed unanimously.
President Hugley asked the General Membership to allow the Board of Directors to work out details on a proposed contract with the Carl Vinson Institute of Government for training and conferencing services. A motion to this effect was made and seconded. Motion passed unanimously.
President Hugley gave a report of other Association activities: Peggy Merriss’ challenge to all GCCMA members to donate to the ICMA Fund for Professional Management; the need to develop a GCCMA procedure and policies governing how the Association handles ethics complaints lodged against its members; the production of a compact disc with updated information about all GCCMA members; and President Hugley paid tribute to Danny Mabry, a GCCMA member who passed away last month.
There being no further business to come before the General Membership, the meeting was adjourned at 5:08 pm
